I disapprove of the rule whereby Chinese employees of your Government will be placed on a different footing from the European civil servants and will, for the most part, be granted gratuities instead of pensions.

As per Mr. Kennedy's despatch no. 216 of 8th October 1873 and no. 254 of August 75.

And in the 4th paragraph, this will entail an alteration of the Pension Minute.

It is required to make plain the clause (20 to 76) of the Pension Minute, which embodies the Inter colonial Pension scheme of 1869.
